Description


WORK HOURS: 8:00 am to 5:00 pm (Monday - Friday)

This position is responsible for the protection and preservation of life and property, primarily by conducting fire/life safety inspections. Employees assigned to this class must utilize special skills and training to enforce applicable local, state, and federal regulations and may be required to respond to emergencies to investigate the origin and cause of fires. This position reports directly to the Fire Marshal.

Duties and Responsibilities


The functions listed below are those that represent the majority of the time spent working in this position. Management may assign additional functions related to the type of work of the position as necessary.
  • Evaluates construction plans and documents as related to available water supply, fire apparatus access, fire hydrant location and spacing, fire protection features, and life safety.
  • Attends meetings representing the Fire Marshal's Office with developers, engineers, contractors, and property owners to communicate City of St. Cloud Fire Rescue Department processes and procedures, code requirements, and discuss plan submittals.
  • Provides both verbal and written comments on construction plans and documents. Communicates deficiencies or acceptance related to plans and documents. Returns plans deemed deficient to the designer for corrections and re-submission.
  • Reviews permit submittals for various other activities regulated within the Florida Fire Prevention Code, such as fireworks, explosives, public events, trade shows, and food trucks.
  • Enforce all state fire safety statutes and all fire safety provisions of the Florida Administrative Code and any and all other state rules in accordance with Florida State Statute 633 and City of St. Cloud Ordinances.
  • Utilize computer for record-keeping, permit review and approval, and report-writing.
  • Educates public, building owners and contractors about fire safety codes, ordinances and standards.
  • Attend continuing education programs, read current technical literature, and maintains exceptional knowledge of departmental procedures, codes, ordinances and/or standards.
  • Formulates interpretations of codes, ordinances, and/or standards for review and approval.
  • Maintains and evaluates plans review performance measures and suggests improvements when necessary.
  • Requests formal interpretation of codes, ordinances, and/or standards, as needed from the Fire Marshal.
  • Inspects property on an annual basis for the presence of fire hazards to ensure compliance with local, state, and federal fire regulations; observes tests on fire and life safety suppression systems and takes action to correct hazardous conditions.
  • Prepares and submits notices of violation and appears in courts of law to enforce fire regulations.
  • Reviews construction drawings and specifications to correct fire/life safety problems.
  • May investigate the origin, cause and circumstances of fires within the City.
  • Responds to and resolves complaints from the general public.
  • Performs standby fire watches in places of public assembly and at special events to ensure that all fire/life safety equipment is operational, and all fire/life safety regulations are adhered to.
  • Performs other related duties as required.

Minimum Education and Experience Requirements


Requires High School graduation or GED supplemented by two (2) to four (4) years of responsible experience; or an equivalent combination of education, training and experience that provides the required knowledge, skills and abilities.

Possess and maintain a State of Florida Fire Safety Inspector I Certification

Possess maintain a valid State of Florida Driver's License

Must possess Fire and Life Safety Educator I Certification within first year of hire.

Language Ability:
Ability to read, analyze, and interpret general business periodicals, professional journals, technical procedures, or governmental regulations. Ability to write reports, business correspondence, and procedure manuals. Ability to effectively present information and respond to questions from groups of managers, clients, customers, and the general public. Proficient in speaking, writing, and reading English.

Reasoning:
Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists. Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form.
